Purpose and policy statement

Program coverage and responsible agencies
- The Comprehensive Pre-Departure Education Program (CPDEP) covers all departing HSWs.
- The CPDEP is administered by the Overseas Workers Welfare Administration (OWWA).
- Delivery of the CPDEP includes participation of OWWA-accredited NGO providers.
- The Order makes the CPDEP a qualifying requirement enforced through POEA for issuance of travel exit documents.
Mandatory course contents
- The CPDEP requires a stress management course.
- The stress management course prepares departing HSWs to cope with stressful work conditions and environment in foreign households.

Attendance and documentation requirements
- All departing HSWs are required to attend the CPDEP.

- A Certificate of Attendance is required.
- The Certificate of Attendance is a requirement of POEA for the issuance of the travel exit document.
OWWA implementation guidelines and timeline
- OWWA is directed to issue the Implementing Guidelines within Fifteen (15) days from the issuance of DOLE Department Order No. 95-09.
Repealing and consistency clause
- All other issuances inconsistent with DOLE Department Order No. 95-09 are deemed repealed.
