Comprehensive Pre-Departure Education for HSWs

The Order implements a more responsive pre-departure orientation seminar for overseas household service workers, focused on their welfare and protection needs.
The Order requires inclusion of a stress management course to prepare departing HSWs for stressful work conditions and environment in foreign households.
The stress management course is required in addition to existing mandatory language training and culture familiarization.
The Order mandates that departing HSWs undergo the Comprehensive Program administered by OWWA and delivered through its accredited NGO providers.

The Comprehensive Pre-Departure Education Program (CPDEP) covers all departing HSWs.
The CPDEP is administered by the Overseas Workers Welfare Administration (OWWA).
Delivery of the CPDEP includes participation of OWWA-accredited NGO providers.
The Order makes the CPDEP a qualifying requirement enforced through POEA for issuance of travel exit documents.

The CPDEP requires a stress management course.
The stress management course prepares departing HSWs to cope with stressful work conditions and environment in foreign households.
The CPDEP requires inclusion of the existing mandatory language training course.
The CPDEP requires inclusion of the existing culture familiarization course.
The stress management course is expressly in addition to language training and culture familiarization.

All departing HSWs are required to attend the CPDEP.
The CPDEP must be administered by OWWA and carried out through OWWA’s accredited NGO providers.
A Certificate of Attendance is required.
The Certificate of Attendance is a requirement of POEA for the issuance of the travel exit document.

OWWA is directed to issue the Implementing Guidelines within Fifteen (15) days from the issuance of DOLE Department Order No. 95-09.

All other issuances inconsistent with DOLE Department Order No. 95-09 are deemed repealed.
