Legal basis for fare adjustment
- The Circular is issued pursuant to Paragraph (c), Section 5 of Executive Order No. 202.
- Executive Order No. 202 provides that the Board has the power and function “to determine, prescribe and approve and periodically review and adjust reasonable fare rates and other related charges, relative to the operation of public land transportation services provided by motorized vehicles.”
- The Circular adjusts the minimum kilometer benchmark used for the nationwide jeepney minimum fare.
Purpose and regulatory intent
- The Circular provides for an adjustment of the minimum kilometer benchmark.
- The benchmark is changed from five (5) kilometers to four (4) kilometers.
- The adjustment is made to implement the Board’s power to prescribe and review reasonable fare rates.
Nationwide jeepney minimum fare rule
- The minimum fare for jeepneys nationwide is FOUR PESOS (Php4.00).
- The minimum fare is now based on the first FOUR KILOMETERS.
- The Circular replaces the previously set five (5) kilometer benchmark.
Supersession and modification of prior issuances
- The Circular modifies and/or supersedes any and all decisions and/or issuances inconsistent with it.
- Any prior inconsistency regarding the minimum kilometer benchmark is displaced by this rule.
Administrative coverage and applicability
- The fare adjustment applies to jeepneys nationwide.
- The Circular governs the minimum kilometer benchmark used to compute the minimum jeepney fare.
- The Circular operates as an LTFRB directive for implementation of the benchmark change.
