Scope of Memorandum Circular

  • Covers all automobiles and trucks imported as Completely Knocked-Down (CKD) and Completely Built-Up (CBU).
  • Applies exclusively to members of the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and the Trucks Manufacturers Association, Inc. (TMA) who participate in the Motor Vehicle Development Program (MVDP).

Documentation and Submission Requirements

  • Registration Sections at Central and Regional Offices with Motor Vehicle Identification and Registration System (MAIDRS) will accept stock reports supported by the owner's green copy of the Bureau of Customs (BOC) Certificate of Payment (CP).
  • MVDP participants must submit to the Land Transportation Office (LTO):
    • Assembler's Stock Report (ASR) in prescribed LTO format;
    • Importation documents including packing list, bill of lading, commercial invoice from the country of origin, import entry declaration;
    • Engine and chassis/frame number stencils;
    • Owner's green copy of BOC CP;
    • Official receipt covering the imported unit as indicated in the CP.

Issuance of Certificate of Stock Report (CSR)

  • Within three working days of receiving the ASR, LTO will issue the corresponding Certificate of Stock Report (CSR) which serves as proof and must be presented to the PNP-TMG.
  • A certified true copy of the CSR is required to comply with Republic Act 6539.

Registration Process and Certificate of Registration (CR) Issuance

  • LTO shall register vehicles without issuing a Certificate of Confirmation (CC).
  • Certificate of Registration (CR) issuance is subject to presentation of the original copy of the BOC CP.

Monitoring and Computer Encoding

  • An indicator "G" is encoded during registration at the Regional Office to signify the submission of only the green copy of the CP.
  • This indicator is removed by the Central Office once the original CP is submitted and validated.

Handling Discrepancies

  • Any discrepancy between the green copy and the original CP is reported by the LTO Central Office Registration Section to the BOC.
  • Further processing of affected vehicles is suspended until discrepancies are resolved.

Maintenance of Registered MVDP Participants List

  • LTO maintains and regularly updates a list of duly registered MVDP participants based on reports from CAMPI and TMA.
  • List is disseminated to all Regional Offices for monitoring and control.

Reporting and Post-Audit Procedures

  • LTO District Offices submit monthly certified true copies of inventories of motor vehicles registered, including corresponding CPs and CSRs/proof lists, to the Central Office Registration Section.
  • This information is furnished to BOC for post-audit purposes.

Restriction on Non-Automated Offices

  • Non-automated district and extension offices are prohibited from registering motor vehicles covered under this memorandum.

Repeal of Conflicting Orders and Effectivity

  • All previous orders inconsistent with this memorandum circular are repealed or modified accordingly.
  • The memorandum circular takes immediate effect, mandating strict compliance.
