Scope and Implementing Agencies

Formulation of Implementation and Operations Plan

  • NADPA implementation spans five years.
  • Within sixty days from the Circular’s effectivity, all government bodies must submit five-year implementation and operational plans to the DDB.

  • The DDB is responsible for continuous improvement of NADPA until the country achieves and sustains a drug-resistant and drug-free status.
  • In collaboration with implementing agencies, the DDB shall create performance standards to assess progress.
  • The Philippine Statistical Authority (PSA) will assist the DDB in conducting a nationwide drug prevalence survey every three years for policy-making purposes.

Drug-Free Workplace Program and Authorized Testing

  • Government offices must develop and enforce drug-free workplace programs, including authorized drug testing, guided by DDB Resolution No. 2 (2004) and Civil Service Commission Memorandum Circular No. 13 (2010).
  • The Department of Labor and Employment (DOLE) is mandated to implement similar drug-free workplace policies for the private sector as per DOLE Department Order No. 53 (2003).

Reporting and Review Requirements

  • Agencies must submit annual reports on their NADPA-related accomplishments every February.
  • A comprehensive final review report is required on the fifth year.
  • Reports must include evaluations per established performance standards to assist DDB’s ongoing review.

Role of Local Government Units (LGUs)

  • LGUs are encouraged to align and support their anti-drug programs with the NADPA to ensure uniformity and effectiveness in local implementation.

Role of the Private Sector

  • Non-government organizations, civil society, and private institutions are invited to actively participate in NADPA, focusing on achieving drug-free workplaces.

Funding and Budgeting

  • Implementing agencies may use current appropriations for NADPA activities compliant with legal and fiscal regulations.
  • Future budgets must program for necessary funding to sustain NADPA or related initiatives.

Repeal Clause

  • Any previous orders or issuances contrary to this Circular are repealed or modified accordingly.

Separability Clause

  • Invalidity or unconstitutionality of any provision does not affect the validity of remaining provisions.

Effectivity

  • The Memorandum Circular takes effect immediately upon issuance.
