- All other elements in the country—public or private, local or foreign—are called upon to publicize and disseminate, display, and expound the Universal Declaration of Human Rights.

- The proclamation declares that the tenth day of December of every year is Human Rights Day.
- The observance repeats annually on December 10 nationwide across national, provincial, city, and municipal levels.
