Biosecurity Measures and Transport Requirements

  • Chicken dung and animal manure must be dry, placed in sacks, and covered with plastic or nylon canvass before transport.
  • Sacks must be disinfected or fumigated with BAI-approved disinfectants or fumigants.
  • Transport vehicles must be thoroughly cleaned and disinfected.
  • Vehicles must prevent spillage, leakage, or escape of manure contents during transit.
  • Vehicles used must not have transported Foot and Mouth Disease (FMD) susceptible animals within seven days prior.
  • Facilities for disinfection and sanitation must be provided for employees.
  • Vehicles (including tires and undercarriage) must be cleaned and disinfected upon entering and leaving farm premises after manure hauling and delivery.
  • Vehicles used for manure transport are prohibited from visiting other farms.
  • All transport carriers must carry knapsack sprayers and disinfectants.
  • Transport of chicken dung and animal manure from Luzon to disease-free areas such as Visayas, Mindanao, Palawan, and Masbate is prohibited.

Administrative Sanctions for Violations

  • Carriers without the required license encountered at Veterinary Quarantine Checkpoints will be turned back or denied entry.
  • A registry of violators shall be maintained and posted at the Veterinary Quarantine Checkpoints for public reference.
  • Violations can result in revocation of the Handler's and Livestock Transport Carrier's License.

Penalties for Non-Compliance

  • Violations of the Order shall be penalized according to Article 19 of the Consumer Act of the Philippines and Section 2747 of the Revised Administrative Code.

Effectivity of the Administrative Order

  • The Order takes effect fifteen days after publication in a newspaper of general circulation.
  • Filing of three certified copies with the National Administrative Register of the University of the Philippines Law Center is required before effectivity.
