The Philippine Racing Commission establishes a comprehensive handicapping system for 2-year-old horse races, categorizing participants into winners and non-placers groups to enhance competition and public confidence in the sport.

Purpose and governing mandate

  • Philracom is mandated to promote and maintain efficient and unbiased operation of racing.
  • Philracom is mandated to raise public confidence in the sport.
  • Philracom adopts the handicapping system to govern 2YO horse races in pursuit of those objectives.

Covered horses and required eligibility path

  • After passing the Novatos and the sweepstakes trial race, all 2YO horses must run once in a 2YO maiden race or a 2YO maiden sweepstakes race.
  • Winners and placers of the 2YO maiden race / 2YO maiden sweepstakes race are classified in the winners/placers group.
  • All non-placers of the 2YO maiden race / 2YO maiden sweepstakes race are classified in the non-placers group.

Group elevation and classification rules

  • The winner of the winners/placers group is elevated to the next division: 2YO condition race A.
  • The winner of the non-placers group is elevated to the next division: 2YO condition race A.
  • Placers and non-placers remain in the non-placers group.

Option to participate in class division

  • The winners of the winners/placers group and the non-placers group have an option to participate in class division 4-4A.

Progression from 2YO condition races

  • The winner of 2YO condition race A is elevated to the next higher group: 2YO condition race B.
  • In 2YO condition race A, placers are classified in the 2YO condition A placers group, and non-placers are classified in the 2YO condition A non-placers group.
  • The winners of the 2YO condition A placers group and the 2YO condition A non-placers group are elevated to the next higher group: 2YO condition race B.
  • Non-placers of the 2YO condition A placers group move to the 2YO condition A non-placers group.

Group merging and vacation of horses

  • If a 2YO condition race has no quorum, that race is merged with the 2YO condition race placers group.
  • Vacation of horses does not apply in the condition races.

Handicapping and weight assignments

  • The handicapping system uses set weight.
  • Fillies carry a handicap weight of 52kgs.
  • Colts carry a handicap weight of 54kgs.

Win limit and immediate advancement

  • There is only 1 win for all 2YO condition races.
  • Winners immediately go to the next higher group condition.

Additional prize for 2YO condition races

  • A price of Php20,000 is awarded to the winner only of all 2YO condition races.

Publication, adoption, and approval

  • A signed true copy of the resolution must be published in Kopya and the UP Law Center.
  • The resolution is adopted on 03 Feb. 2009.
  • The resolution is approved by Commissioner Hon. Jose Ferdinand M. Rojas II (Chairman), and Commissioners Hon. Vergel A. Cruz, Hon. Eduardo C. Domingo, Jr., Hon. Reynaldo G. Fernando, Hon. Victor V. Tantoco, and Hon. Gerardo J. Espina, Jr..
