Requirements for Plans Submission

  • Implementing offices must conduct a thorough review of plans before submission using a "Ready Checklist" specific to each project category.
  • Plans must be submitted together with a duly accomplished "Ready Checklist" to ensure accuracy and completeness.

Requirements for Program of Work (POW) and Approved Budget for the Contract (ABC)

  • All work items, including special and lump sum items except Provisional Sum, must be supported by Detailed Unit Price Analysis (DUPA), plans, and specifications.
  • DUPA must include:
    • Model and capacity of equipment used
    • Labor rates derivation
    • Canvassed prices of materials
    • Cost derivation of materials delivered on site
    • Hauling distance and time-motion analysis for hauling-related items
  • Non-civil work items under Facilities for the Engineer and Other General Requirements are excluded from markups for Overhead, Contingencies, and Miscellaneous (OCM).
  • Service Vehicles provision under Facilities for the Engineer are not subject to contractor's profit or OCM, per D.O. No. 3 (2010).
  • For ABC documents exceeding two pages, a summary page is required showing total cost per category and total ABC, including the approving DPWH official's name.
  • Electronic submission of ABC and DUPA files is mandatory for easier review, evaluation, and correction.

Effectivity

  • The Department Order takes effect immediately upon adoption on May 31, 2011, signed by Secretary Rogelio L. Singson.
