Objective
- Establish a single licensure examination for Marine Engineer Officers at the management level.
- Allows licensed Second Engineer Officers with at least 24 months of approved seagoing service within the last five years and who pass the Board evaluation to be upgraded to Chief Engineer Officer license.
Purpose
- Provide clear guidelines for implementing the single licensure examination and upgrading process from Second Engineer Officer license to Chief Engineer Officer license.
Policies
- Applicable to all licensed Second Engineer Officers meeting the 24-month approved seagoing service requirement within five years from application.
- Personal filing of license upgrade applications by the Marine Officer required.
- Authorized representatives may claim licenses with proper identification and authorization.
- Successful Board evaluation and assessment is mandatory.
- Exclusions: service on warships, naval auxiliaries, non-commercial government vessels, fishing vessels, pleasure yachts not in commercial trade, and wooden primitive ships.
- Those with at least 12 months but less than 24 months of seagoing service may opt to take the full Chief Engineer Officer licensure examination.
- Obtaining the Chief Engineer license does not automatically confer other related certificates unless other Board requirements are met.
Documentary Requirements
- Accomplished application forms (Forms No. 8-B.1, 02, and 12).
- Original and photocopy of Second Engineer Officer Certificate of Registration and valid PRC ID.
- Proof of at least 24 months approved seagoing service on a ship with 750 kW propulsion power or more, via two of the following:
- Notarized Certificate of Sea Service (Form No. 5).
- Seaman's Identification Record Book pages showing service and stamped by Bureau of Immigration.
- Authenticated approved POEA contract or Crew List.
- Notarized certification from company with details of service and vessel.
- Original and photocopy of NBI clearance valid for at least three months.
- Medical certificate showing fitness in eyesight and hearing, valid for one year, issued by DOH-accredited clinic/hospital with Quality Standards System per STCW Code.
- Three colored 1x1 sized passport photos and one photo in Merchant Marine uniform with proper identification.
- Payment for issuance of license and PRC ID.
- Current Community Tax Certificate (Cedula).
Procedure
- Secure relevant forms from Marine Engineer Officers Division (MEOD).
- Submit filled forms and documents for evaluation at designated counters.
- Forwarding applications for Board approval after evaluation.
- Verification and fee assessment by MEOD Records Section upon approval.
- Pay fees and register as Chief Engineer Officer at specified counters.
- Issuance of claim slips for Certificate of Registration and PRC ID.
- Preparation of Board resolutions biweekly and submission for Commission approval.
- Conduct of oathtaking monthly or as required.
Effectivity
- The Memorandum Circular takes effect immediately upon issuance.
