Requirement of Notice for Use of Approved Transformation Event

  • Any applicant ("grantee") intending to use an approved TE must notify the BPI
  • The notice must express intent to use a TE previously granted a permit for activities under AO 8

Certification of Identity of the Transformation Event

  • The applicant must provide a certification confirming that the TE intended to be used is exactly the same transformation event duly approved by the BPI

Compliance With Field Trial Requirements

  • If the applicant conducted field trials approved by the National Committee on Biosafety of the Philippines (NCBP) during the transition period, a certification from the NCBP must be submitted
  • The certification must confirm satisfactory compliance with NCBP guidelines during such field trials

Submission of Other Pertinent Documents

  • The applicant must submit additional documents as may be required by the BPI for a comprehensive biosafety evaluation

Legal Effect and Enforcement

  • The Memorandum Circular takes effect immediately upon issuance
  • It repeals or amends any previous issuances inconsistent with its provisions
  • Signed and adopted by the Secretary, underscoring its official and binding status
