- Regional Office issues Certificate of Stock Reported per RA 6567 compliance.
- District Office evaluator must validate documents and ensure MAIDRS data matches; registration disallowed if discrepancies found.
- No changes allowed by evaluator to computerized data.
Reporting of Rebuilt Units with Local Engine, Chassis, and Body
- Documents required:
- Commercial invoice and authenticated sales report for engine, chassis, body
- Affidavit of rebuilt by owner and mechanic with completion date
- Certificate of Compliance with Emission Standard
- Regional Office issues Certificate of Stock Reported certifying compliance with RA 6567.
- District evaluator validates documents against MAIDRS data; discrepancies result in registration denial.
- No alteration allowed to computerized registration data.
Reporting of Chop-Chop Rebuilt Units with Imported Engine, Chassis, Body
- Documents required:
- Commercial invoice, authenticated sales report
- Authenticated Bureau of Customs Clearance Papers (BOC-CP) for engine, chassis, body
- Authenticated Bureau of Internal Revenue Clearance Paper (BIR-CP)
- Affidavit of rebuilt by owner and mechanic
- Certificate of Compliance with Emission Standard
- Regional Office must issue Certificate of Stock Reported confirming RA 6567 compliance.
- District evaluator validates document consistency with MAIDRS; no registration if discrepancies.
- No data alterations in computerized system permitted.
Reporting of Undocumented Motor Vehicles and Components
- Applicable only to:
- WWII vintage trucks and utility vehicles
- Vehicles/components with sales invoice received before July 8, 1988
- Previously registered vehicles/components lost due to "force majeure"
- Documents required:
- Application form, MVIR
- Payment of P100 application fee
- Affidavits (publisher’s affidavit with newspaper copies, owner's undertaking absolving LTO)
- Traffic Management Group (TMG) clearance for record check
- Surety bond equal to market value valid for 3 years
- Insurance certificate
- Approval by Regional Director
- Regional Office issues Certificate of Stock Reported per RA 6567.
- District Office evaluator validates documents and MAIDRS data match; registration denied on discrepancy.
Reporting of Undocumented Motorcycles
- Covers locally purchased motorcycles with piston displacements not exceeding 175 cc.
- Types covered:
- Salvaged motorcycles assembled from parts of junked or abandoned units
- Conventional motorcycles originally registered but lost papers
- Does not include undocumented imported motorcycles.
- Documents required:
- Application form, MVIR
- P100 application fee
- District Office investigation report
- Owner’s affidavit of undertaking
- Affidavit of assembly for rebuilt units
- Publisher’s affidavit of publication
- Surety bond equal to market value
- TMG clearance for record check
- Regional Director approval
- Regional Office issues Certificate of Stock Reported certifying compliance.
- District evaluator validates documents and MAIDRS data; registration permitted only if consistent.
Stamping of Component Identification Number (Backyard Assembler of Chassis)
- Documents required:
- Sales invoices of materials for chassis fabrication
- Affidavit of fabrication by owner and assembler
- Ocular inspection by Regional or District Office
- MAIDRS section recommends assignment and stamping of chassis number if meritorious.
- Assigned chassis number is computer-generated.
- Payment of P30 certification fee required.
- Stamping supervised by Regional or District Office.
- Certificate of Stock Reported issued upon compliance.
- District evaluator must validate documents with MAIDRS data; discrepancies block registration.
General Provisions and Compliance
- No evaluator is authorized to alter computerized motor vehicle registration data.
- All discrepancies between presented documents and MAIDRS data must result in denial of registration.
- Conflicting orders or memoranda are superseded by these guidelines.
- Strict compliance with these rules is mandated.
