Procedures for Releasing PhilHealth "Medicare para sa Masa" IDs

  • IDs released upon payment of LGU premium contributions, evidenced by validated MIn - 5 Form or PhilHealth Official Receipt for cash or check payments.
  • Alternative payment schemes accepted include:
    • Secured or guaranteed marketable security or bond.
    • Budget Certification confirming fund availability within the calendar year.
    • Promissory Note or non-bonded security with LGU resolution authorizing indebtedness through supplemental/subsequent appropriations.
    • Combination of Budget Certification and Promissory Note schemes.
  • IDs distributed to LGUs fifteen days before membership validity dates, which occur on the 1st and 16th of each month.
  • IDs include designated space on the back for LGU use.
  • Late remittances of premium contributions subject LGUs to penalty fees as prescribed by PhilHealth Board.

Separability and Conditions

  • Guidelines govern release of IDs granting beneficiaries access to PhilHealth Benefit Package effective on issuance date.
  • Outpatient Benefits eligibility subject to accreditation of LGU Health Center or Rural Health Unit.
  • Release of PhilHealth Capitation Fund for outpatient benefits deferred until actual LGU premium payment.
