Registration of Qualified Recruitment Agencies
- POEA maintains a list of recruitment agencies authorized to recruit/deploy workers for Iraq reconstruction.
- Agencies must have been in operation for at least one year.
- Must have no adversely decided recruitment violation (RV) or welfare cases within the past year.
- Agencies obtaining a "seal of good housekeeping" from the Administration qualify for the list.
- The list is submitted to the Public-Private Sector Task Force on the Reconstruction of Iraq.
- Agency inclusion in the list is valid concurrently with the license validity.
Registration of Employers/Principals
- Employers/principals must submit verified documents through a Philippine-licensed agent for registration with POEA, including:
- Valid business license of the foreign principal.
- Special power of attorney authorizing the Philippine agency.
- Detailed manpower request specifying positions, basic salary, and number of workers.
- Master employment contract between the foreign principal and the placement agency.
Worker Documentation
- Documentation of qualified workers is done by the POEA Administration upon submission of:
- Request for processing by the agency/principal.
- Individual employment contract.
- Worker's information sheet.
- Valid Philippine passport.
Advertisements
- Recruitment agencies may advertise in compliance with POEA Rules and Regulations on recruitment advertising.
- The POEA Licensing and Regulation Office closely monitors advertising media to ensure compliance.
- False notices or promises of jobs in Iraq constitute illegal recruitment.
- Penalties for illegal recruitment include imprisonment ranging from six years and one day to life imprisonment.
Pre-employment Medical Examination
- Applicants are referred to DOH-Iraq accredited clinics only after initial interview and pre-qualification by the agency/principal.
- The medical examination must conform to the medical protocols prescribed by the Iraq government.
- Agencies and principals are responsible to ensure compliance with the medical examination protocols.
