Previous Allowance for Registration of Right-Hand Drive (RHD) Vehicles
- LTO Administrative Order No. 90-003 permitted the registration of RHD vehicles intended solely for private use.
- This was based on representations regarding the safety of such vehicles under private operation.
Issues Due to Circumvention and Resulting Safety Concerns
- Circumvention occurred with RHD vehicles registered as "For Private Use" but actually used "For Hire."
- This led to a proliferation of RHD vehicles on public roads contrary to intended restrictions.
- Many vehicular accidents were linked to RHD vehicles driven by operators lacking a clear view of the road.
Prohibition on Initial Registration of Right-Hand Drive Motor Vehicles
- All RHD motor vehicles, regardless of their gross weight, origin, or type, are prohibited from initial registration by any LTO agency.
Exceptions to the Prohibition
- RHD vehicles classified as Special Purpose Vehicles (SPVs) recognized as "off the road" heavy-duty, slow-moving vehicles are exempted.
- The LTO has the authority to determine the classification of such SPVs.
Administrative Accountability
- LTO officers or employees found violating this prohibition will face administrative sanctions.
Amendments and Effectivity
- Previous orders, circulars, and memoranda inconsistent with this guideline are amended accordingly.
- The order takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.

- This guideline was promulgated by the Department of Transportation and Communications and signed by the Undersecretary on 28 July 1994.
