Scope and Application
- Applies to all Philippine National Police personnel.
- Provides guidelines for converting PNP medals into service credits and utilization as service leave.
- Follows provisions set in NAPOLCOM Memorandum Circular No. 2006-003.
Objectives of the Circular
- Establish a conversion system for medals to service credits and leaves.
- Set up recording and monitoring systems for earned credits and leaves.
- Provide clear policy for conversion applicable to all PNP personnel.
- Define roles and responsibilities for managing conversion and leave usage.
General Guidelines for Conversion and Utilization
- Maximum of 15 days service credits allowed annually per uniformed personnel.
- Service credits must be used within one year from medal conferment or else are forfeited.
- Service credits cannot be added to accumulated leave for terminal leave benefit calculations.
- Medals must be officially conferred before conversion into service credits.
- Prescribed medal-service credit equivalents:
- Medalya ng Sugatang Magiting: 5 days
- Medalya ng Kasanayan: 4 days
- Medalya ng Papuri, Ugnayang Pampulisya, Paglilingkod: 3 days each
- Medalya ng Kagalingan: 1 day
- Service credits must be fully utilized at one time; partial use leads to forfeiture of remainder.
- Recycling medals for additional service leave is prohibited.
- Service credits can be used only after mandatory leave has been taken.
- Personnel reassigned must bring certified service credit record to new unit.
- Existing leave rules and regulations apply to service credit leaves.
- Approved service leaves generally cannot be canceled except for service exigencies.
- Service leave application is treated separately from other leave applications.
Procedures for Managing and Using Service Credits/Leaves
- Person Responsible: Chief, RPHRDD/Admin/Personnel Officer
- Furnish records of medal orders to Record Section.
- Provide awardees with their original medal orders.
- Process and recommend service leave applications.
- Issue leave orders and distribute copies.
- Publish service credit/leave balance publicly on bulletin boards.
- Records Section Responsibilities:
- Maintain individual service credit/leave records.
- Update chronological service credit entries.
- Certify service credit status.
- Deduct used service leave appropriately.
- Require new personnel to submit their records from previous units.
- At NHQ, specified offices perform these functions.
- Applicant Duties:
- File leave application 10 days in advance with prescribed form and medal award copy.
- If leave is 15 days, secure unit, legal, and relevant clearances.
- Comply with foreign travel policies for leave abroad.
- Keep approved leave copy for records.
Approval Authorities by Rank and Unit
- Command Group, Directors of D-Staff, PROs and NSUs: Chief, PNP
- Police Commissioned Officers: Approvals vary by office, from Head of Office to Regional Director or Director.
- PNCOs/NUPs: Approvals by SEA, Deputy Director, DRDA, or DDA based on assignment.
Penalties for Violations
- Violations of this Circular or related laws/rules on PNP leaves and fraudulent leave applications subject to disciplinary action.
Effectivity Clause
- Circular takes effect 15 days after publication of NAPOLCOM Memorandum Circular No. 2006-003 dated Nov 30, 2006.
- Compliant with provisions of Executive Order 292, the Revised Administrative Code of 1987.
- Officially adopted on September 4, 2007, by Police Director General Oscar C. Calderon.
