Eligibility for Receiving the Artist Record Book
- Issued only to performing artists granted a Competency Certificate by the National Manpower and Youth Council (NMYC).
- Initially, applicants must have booking confirmation from a foreign employer/promoter and a licensed agency as an interim control measure.
- Artists exempted from academic and skills tests by the Secretary of Labor and Employment and possessing booking confirmation or employment contracts may also receive the ARB.
Procedures for Issuance of the Artist Record Book
- NMYC transmits academic and skills certificates, a certified Performing Artist Information Sheet, and photographs to the POEA Employment Branch.
- NMYC indicates the artist’s scheduled personal appearance date.
- Artist must present the original Competency Certificate and booking confirmation (interim requirement) to POEA.
- A fee of P300 is charged.
- Upon verification and payment, ARB is assigned; the artist's signature and thumbprints are affixed in POEA’s presence.
- Artist is notified of approval, with the ARB released only after employment contract approval.
- The Employment Branch endorses ARB and booking confirmation to the Employment Contract Processing Branch upon presentation of the artist’s employment contract, Certificate of Eligibility, and Request for Processing (RFP).
- The POEA supplies the NMYC and Entertainment Industry Accreditation Committee (EIAC) with periodic lists of ARB recipients.
Utilization of the Artist Record Book
- A valid ARB is mandatory for POEA to process contract deployment, pre-departure showcase previews, and exit clearances at airports and other exit points.
- For transfer of management, the ARB remains valid only after POEA amends it upon submission of a clearance from the original endorsing training center or agency within 30 days of notice.
Grounds for Suspension or Cancellation of the Artist Record Book
- Validity of ARB is three years.
- Suspension or cancellation can occur due to:
- Falsification of documents or false statements in the ARB application.
- Possession of a second ARB without declaring or surrendering the first.
- Tampering with the ARB.
- Using the ARB for activities violating POEA’s Rules on Overseas Employment.
- Sanctions extend to parties that contributed to violations, including inclusion in POEA watchlist or blacklist.
- Licensed agencies and training centers may face penalties per the Schedule of Penalties.
- POEA shall inform FIAC, NMYC, authorized training centers, and licensed agencies of suspended/canceled ARBs and blacklisted individuals.
Effective Date and Compliance
- The ARB became a mandatory requirement for contract processing starting 1 October 1994.
- The period before this date allowed private sector training centers to build capacity and comply with requirements.
- This directive is issued for strict compliance by all concerned parties.
