Definitions
- Basic Necessities and Prime Commodities include canned sardines, tuna, evaporated/condensed/powdered milk, coffee, bread, sugars, cooking oil, instant noodles, luncheon meat, preserved meats, and various soaps.
- OSCA refers to Office for Senior Citizens Affairs in cities/municipalities, headed by a senior citizen.
- Retailer means any business selling consumer products directly to consumers, including supermarkets, grocery stores, convenience stores, bakeries; excludes sari-sari stores, wet markets, talipapas, and cooperative stores.
- Senior Citizen/Elderly means any Philippine resident citizen aged 60 years or older.
Discount Entitlement
- Senior citizens receive a 5% discount on the regular retail price of listed basic necessities and prime commodities.
- Discount applies up to a maximum total purchase amount of ₱650.00 per calendar week.
- Unused portion of the weekly discount cap cannot be carried over.
Identification Requirements
- Senior citizen must present a valid OSCA-issued ID from their city/municipality of residence to avail the discount.
- Retailers may require additional government-issued ID if there is reasonable doubt on the senior citizen’s identity.
Purchase Booklet
- Senior citizens must present a purchase booklet for each transaction involving covered commodities.
- The booklet, distributed by OSCA, records the senior citizen’s name, commodity list, retailer name/address, purchase date, and amount.
Special Lane for Senior Citizens
- Retailers are encouraged to provide special lanes for senior citizens where practicable to facilitate their transactions.
Authorized Representatives
- Senior citizens unable to shop personally may authorize representatives through written authority.
- Representatives must present valid government-issued ID, the senior citizen’s OSCA ID, and an authorization letter.
Penal and Administrative Sanctions
- Violations of the discount rules are subject to penal and administrative sanctions as prescribed under Republic Act No. 9257.
Effectivity
- The Order took effect 15 days after publication in two national newspapers of general circulation.
