  • They are required to prominently display the conduction sticker number on the spaces designated for license plates, both front and rear.
  • Dealers are similarly required to ensure conduction stickers are properly displayed during the interim period.

Enforcement and Compliance

  • Vehicles without license plates will be apprehended for UVVRP violations based on the conduction sticker number.
  • The policy aligns with LTO Memorandum Circular No. VPT-2012-1640 which allows non-apprehension for lack of plates if registration documents are presented.
  • The circular explicitly states this directive does not override or replace any existing laws, rules, or regulations on vehicle registration and license plate issuance.

Penalties for Violation

  • A fine of Three Hundred Pesos (P300.00) will be imposed for violations of MMDA Regulation No. 96-005 and these guidelines.

Modification of Previous Circulars

  • All prior circulars inconsistent with these guidelines are modified, amended, or repealed accordingly.

Legal Effectivity and Separability Clause

  • The circular takes effect fifteen (15) days after its publication.
  • If any provision is declared unconstitutional or invalid by a competent court, other provisions remain effective and enforceable.
