Scope of Applicability

Application Period for Permits

  • Applications must be filed at least fifteen (15) days before summer term start.
  • The 15-day count begins upon LEB's receipt of the application.
  • No action within 15 days is deemed approval, subject to later adjustments.

Application Form and Contents

  • Filed in triplicate as prescribed by the LEB Chairman.
  • Must include:
    • Subject titles to be offered
    • Academic weight of each subject
    • Class days and schedules
    • Total class hours per subject

Required Signatories on Applications

  • Prepared and signed by the Registrar.
  • Countersigned by the Dean of the law school.
  • Noted by the President or authorized substitute of the higher education institution.

Recommended Subjects for Summer Term

  • Only electives, or subjects with two (2) units or fewer, are recommended due to limited term duration.

Handling of Incomplete or Improper Applications

  • Applications incomplete, unsigned, or improperly formatted are not considered filed and will not be processed.

Penalties for Violations

  • Late filing of permit applications: Fine of P100 per day of delay.
  • Violations of permit, term duration, academic load, or class hour rules: Treated as unlawful acts with penalties under Section 32 of LEB Memorandum Order No. 2, including fines between P5,000 to P50,000.

Effectivity of the Guidelines

  • Effective fifteen (15) days after publication in a newspaper of general circulation.
  • Requires deposit of a copy in the National Administrative Register of the University of the Philippines Law Center.
