DEPED Order No. 9, S. 2004 establishes revised guidelines for recognizing honor pupils in public schools, allowing all students, including transferees, to be eligible for honors while implementing a ranking system that prioritizes academic performance and co-curricular achievements at the secondary level.

Law Summary

Criteria for Selection of Valedictorian and Salutatorian

  • Only the top two (2) pupils/students in academic subjects shall be ranked for these positions.
  • Academic grades below 80% do not disqualify candidates from ranking.
  • Academic standing is based on the general average of the pupils/students.

Ranking System for Secondary Level

  • Uses a 7-3 point scheme: 7 points for academic excellence, 3 points for co-curricular activities.
  • This criteria applies solely to the secondary level.

Criteria for Elementary Level

  • Awards based solely on academic standing without consideration of co-curricular activities.

Exclusion of Grades

  • Grades obtained in the Third Year (Grade five) are excluded from the ranking computation for graduating pupils/students.

Honorable Mention and Other Distinctions

  • Candidates for Honorable Mention at all levels are ranked only on academic standing.
  • Schools may recognize distinctive achievements in curricular and co-curricular fields through awards such as "Best in Mathematics," "Best in Arts," and "Leadership Award."

Special Curricular Programs

  • Schools with special programs (special science, arts, sports, SPED) may declare a separate set of honor pupils/students.
  • The number of honorees is proportional to total enrollment in the special classes.

Annex Schools

  • Annexes with a minimum enrollment of 500 students may also have a separate set of honor pupils/students.

Applicability to Private Schools

  • Private schools implementing the 2002 Basic Education Curriculum (BEC) may adopt the same guidelines.

Timing and Authority for Final Selection

  • Final selection and announcement must occur at least fifteen (15) days prior to recognition or commencement exercises.
  • The head of school, as Chair of the Selection Committee, is responsible for the final announcement.

Handling of Protests

  • Protests must be filed within five (5) working days before recognition or graduation rites.
  • Resolution of protests must be completed at the division level no later than three (3) working days before the event.

Repeal and Compliance

  • Any previous provisions inconsistent with these guidelines are rescinded.
  • Strict compliance with the Order is mandated by the Department of Education.
