Guidelines for the registration and operation of Low Speed Vehicles (LSVs) are established, defining their classifications, inspection requirements, and restrictions on use, while ensuring compliance with existing transportation laws.

Classification of Low Speed Vehicles

  • LSVs are to be classified under existing laws and regulations akin to other motor vehicles.
  • Classifications include categories such as private, for-hire, or government use.
  • Denominations include cars, utility vehicles (UV), and sports utility vehicles (SUV).

Vehicle Inspection Requirements

  • LSVs must undergo roadworthiness inspections at LTO’s Motor Vehicle Inspection Station (MVIS).
  • Smoke emission testing is mandatory except for vehicles powered solely by electric motors, which are exempt until emission standards for such vehicles are established.

Motor Vehicle User’s Charge (MVUC)

  • MVUC rates for LSVs align with those prescribed under Republic Act No. 8794.
  • Charges depend on vehicle classification and denomination, applying corresponding rates for private, for-hire, or government vehicles.

Coverage and Operational Restrictions

  • LSVs have a maximum operational speed restricted to 40 kilometers per hour.
  • Operation is permitted within central business districts and municipal, city, or barangay roads.
  • LSVs may cross highways, main thoroughfares, or national roads only for the purpose of crossing when necessary to connect segmented roads.
  • LSV operators must yield to oncoming traffic posing immediate hazards.
  • Operation on main roads is only allowed if the roads are designated and posted open to LSV travel by relevant government agencies.

Plate and Sticker Issuance

  • Private LSVs receive orange-colored plates and stickers.
  • If granted franchises by the LTFRB, LSVs will be issued yellow plates and orange-colored stickers.

Registration Implementation and Enforcement

  • The Land Transportation Office (LTO) is tasked to issue detailed rules and regulations for LSV registration within 30 days from the order’s effectivity.
  • The LTO is responsible for the effective implementation and enforcement of the registration system.

Effectivity of Guidelines

  • The guidelines take effect 15 days after publication in a newspaper of general circulation.
