Proclamations of Local and Other Special Holidays

  • Local government units may proclaim special holidays; however, these days shall remain regular working days.
  • Holidays occurring between two other holidays or between a holiday and a weekend are not considered special holidays.
  • Special holidays related to elections or similar special purposes require separate proclamations.

Suspension of Academic Activities Due to Weather

  • Academic holidays due to floods and typhoons are governed by the Ministry of Education and Culture rules.
  • Suspension of classes depends on typhoon signal levels:
    • Signal No. 1: Classes may be suspended at school management discretion.
    • Signal No. 2: Classes suspended for elementary and high schools.
    • Signal No. 3: Classes suspended for all levels.

  • Private and government offices must follow Presidential announcements regarding holidays caused by floods and typhoons.
  • This follows Memorandum Circular No. 1105.

Provisions on Unforeseen Special Holidays

  • In cases where special holidays prolong work suspension, Saturdays immediately following can be declared working days to compensate for lost time.
