Qualification Requirements

  • The surveying company/entity must employ a licensed Naval Architect and Marine Engineer (NAME).
  • The approving/issuing authority within the company must also be a licensed NAME.

Documentary Requirements

  • SEC Registration Certificate for corporations and partnerships.
  • DTI Registration Certificate for single proprietors.
  • Articles of Incorporation and By-laws (corporations) or Articles of Partnership (partnerships).
  • Names and bio-data of all marine surveyors.
  • Name of the approving/issuing authority.

Procedure for Accreditation

  • Submit written application with all required documents to MARINA.
  • Applications with incomplete documentation are rejected and returned.
  • Certificate of Accreditation is issued upon fulfillment of qualifications and document submission.
  • Previously registered companies/entities under MC 9 must re-apply under this Circular.
  • Companies accredited by Philippine Coast Guard must seek accreditation under this Circular after their current accreditation expires.

Validity and Non-transferability of Certificate

  • Accreditation certificate is valid for three years.
  • Certificate cannot be transferred, alienated or used by another entity.

Reporting Requirements

  • Submit updated marine surveyors list within 15 days of changes.
  • Report replacement of approving/issuing authority within 15 days.
  • File Annual Accomplishment Report within the first quarter of the following year.
  • Reports must be original or true copies, duly attested by authorized representatives.

Withdrawal or Suspension of Operation

  • Prior written notice to MARINA is required for withdrawal or suspension.
  • Withdrawal cancels accreditation which must be returned to MARINA.
  • Previously withdrawn companies must secure new accreditation before resuming operations.

Sanctions and Penalties

  • MARINA may deny renewal or cancel accreditation for:
    • Failure to maintain qualifications.
    • Non-compliance with Revised Philippine Merchant Marine Rules and Regulations (RPMMRR).
    • Violations of laws or MARINA rules, including this Circular.
  • Fines up to Twenty-Five Thousand Pesos (P25,000) may be imposed in addition to other sanctions.

Repealing Clause

  • All inconsistent prior issuances or parts thereof are repealed, modified, or amended accordingly.

Publication and Effectivity

  • Circular takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation in the Philippines.
