Employment Terms

  • A standard employment contract is to be used for Filipino caregivers in Israel.
  • Caregivers are entitled to a guaranteed monthly salary in compliance with Israel’s prevailing minimum wage law, inclusive of food and accommodation.
  • Salary deductions for food and accommodation of live-in caregivers may be made only upon mutual agreement.

Pre-Qualification of Foreign Placement Agencies/Principals Onsite

  • Foreign placement agencies/principals must be pre-qualified by the Philippine Overseas Labor Office (POLO) or the Philippine Embassy in Israel.
  • A Pre-Qualification Certificate (PQC) will be issued upon compliance.
  • Required documents include:
    • Appropriate license issued by the Israel government.
    • Employer's information sheet.
    • Special Power of Attorney and Recruitment Agreement with the Philippine Recruitment Agency.

Accreditation and Processing of Employment Contracts of Foreign Placement Agencies

  • Accreditation documentary requirements:
    • Pre-qualification certificate and valid placement agency license with certified English translation.
    • Authenticated Special Power of Attorney and Recruitment Agreement.
    • Verified manpower request detailing number of caregivers and minimum qualifications.
  • Processing documentary requirements through Philippine Licensed Agencies:
    • Request for processing (RFP).
    • Individual employment contract.
    • Employer’s complete particulars including address and contact.
    • Visa or work permit.
    • Worker’s information sheet.
    • Certificate of attendance to Pre-Departure Orientation Seminar (PDOS).

Arrival Monitoring

  • Foreign placement agencies must regularly inform POLO/Philippine Embassy/Consulate of caregivers’ arrival in Israel for effective monitoring.

Post-Deployment Welfare Assistance

  • Philippine and foreign placement agencies, in coordination with POEA and the Philippine Embassy in Israel, shall:
    • Assist in dispute resolution involving caregivers.
    • Facilitate repatriation of caregivers when necessary.
    • Report any significant incidents such as runaway cases, death, injury, illness, or detention involving hired caregivers.

Effective Date

  • These guidelines are effective immediately upon adoption on May 10, 1999, as signed by the POEA Administrator.
