  • The recruitment agency must submit to the POEA Landbased Employment Center:
    • the form “Fees and salary declaration” duly accomplished and signed by the worker and the agency; and
    • the worker’s certificate of attendance in the orientation.
  • POEA must:
    • evaluate the submitted documents;
    • stamp the forms;
    • return a copy to the agency; and
    • retain a copy for file.
  • POEA must regularly analyze the information contained in the forms as input to policy recommendations.

Submission to TECO and POEA-stamped copy

  • A copy of the declaration form stamped by POEA must be presented to TECO as a requirement for the issuance of the worker’s visa.

False information and administrative handling

  • Agencies that submit false information in relation to the form are dealt with in accordance with the POEA Rules and Regulations.

Repeal and compliance directive

  • Issuances inconsistent with the Circular are repealed/modified accordingly.
  • The Circular is issued with a directive for strict compliance.
