The Department of Health establishes the Drug Test Operations Management Information System (DTOMIS) to standardize and enhance the efficiency of drug testing across accredited laboratories, ensuring accurate results and significant cost savings for users.
A

Objectives

  • Establish interconnectivity and standardization among accredited DTLs/DTCs for data sharing with other agencies.
  • Provide an efficient system for updating, maintaining, sharing, and accessing large volumes of repeated annual transaction data.
  • Enforce standards on data input, processing, and output to simplify registration, verification, and monitoring.
  • Produce accurate, reliable, and timely drug testing data.
  • Improve client satisfaction via faster, more convenient, and more affordable public services.
  • Strengthen quality assurance programs for DTLs/DTCs.
  • Generate annual savings of at least PhP 1 billion in drug testing expenses.

Scope and Coverage

  • Covers all Drug Test Laboratories and Centers under the Department of Health.
  • Includes DOH’s Centers for Health Development (CHD) and Retained Hospitals.
  • Extends to all Agency Data Beneficiaries who utilize drug test results.

General Guidelines

  • Effective October 3, 2003, the DOH Information Management Service must deploy DTOMIS software to trained personnel in CHDs.
  • DOH and CHDs shall also deploy DTOMIS software to all DOH-accredited DTLs/DTCs, including installation, training, distribution of materials, and drug test kit registration.
  • Drug test results generated from DTOMIS are officially acceptable from October 3, 2003.
  • From November 3, 2003, only drug test results generated via DTOMIS shall be accepted as official by DOH and all Agency Data Beneficiaries.
  • Newly accredited DTLs/DTCs must coordinate with CHDs or DOH Central Office for DTOMIS installation and drug kit registration.
  • DOH will transfer security codes for authenticating drug test results to heads of Agency Data Beneficiaries upon request.
  • Agency Data Beneficiaries must protect the confidentiality of security codes and designate authorized personnel sworn to secrecy.
  • Bureau of Health Facilities and Services and the Information Management Service will harmonize regulatory standards and ICT enhancements.

Agency Data Beneficiaries

  • Comprise government agencies that are members of the Dangerous Drugs Board.
  • Other entities may be designated by the DOH and the Dangerous Drugs Board as beneficiaries of the data.

Implementing Annexes

  • Detailed implementing annexes available on the DOH DTOMIS website.
  • Annexes include manuals, procedures for CHDs, drug test centers, information services, software use terms, and drug test kit registration procedures.

Repealing Clause

  • Previous issuances conflicting with this Order are rescinded or modified to conform.

Separability Clause

  • If any provision is declared invalid, the rest of the guidelines remain unaffected.

Effectivity

  • The Order took effect immediately upon adoption on October 27, 2003 by Secretary of Health Manuel M. Dayrit, MD, MSc.
