Establishment of Deputation Evaluation Committee (DEC)

  • DEC operates under the Office of the Assistant Secretary in accordance with R.A. No. 4136.

  • Assistant Secretary acts on all applications for deputation.

Qualifications of Deputized Agents

    • Civilian government employees in permanent positions directly related to traffic law enforcement.
    • Members of AFP/PNP with duties directly related to traffic enforcement.

Procedure for Application

Maintenance of Records

    • List of deputized agents.
    • Applications, orders, IDs, TOP booklets.

Ground for Revocation of Deputation

  • Offenses or causes include:
    • Discourteous conduct, extortion, negligence, insubordination.
    • Grave misconduct, abuse of authority.
    • Incompetence, inefficiency, corruption.
    • Failure to submit apprehension reports timely.
    • Offenses involving moral turpitude, separation from service.
    • Dishonesty, death.

Revocation Procedure

  • Written complaints filed to DEC or Regional Director.
  • Central Office forwards complaints to DEC for action.
  • Internal Affairs Unit assists in investigation.
  • Assistant Secretary may suspend deputized agents pending investigation.
  • Notice served to accused; DEC may proceed ex parte if no appearance.

Repealing Clause
