Guidelines and procedures for the disposal of confiscated meat and meat products, including laboratory samples, are provided to prevent economic loss and ensure public safety, with the responsibility for disposal lying with the Central Office Disposal Committee and compliance being mandatory.

Custody and Disposal Authority

  • Confiscated imported meat under NMIS National Capital Region custody.
  • Turned over to the Central Office Disposal Committee for disposal.
  • Only committee members and one NCR representative authorized to dispose of confiscated meat.
  • Final disposal to be accomplished within 12-24 hours of apprehension except for those involved in legal cases.

Examination and Determination Process

  • Organoleptic examination and laboratory analysis conducted on confiscated meat, except from banned/prohibited countries.
  • Purpose: to determine fitness for human consumption.

Disposal of Meat Fit for Human Consumption

  • Meat deemed fit is donated to charitable institutions, calamity victims, or other recipients as directed by the Executive Director.
  • Buffalo meat to be processed into canned meat before donation.

Disposal of Unfit or Unwholesome Meat

  • Meat found unfit or unwholesome is disposed through rendering process.
  • Canned meat products cannot be withdrawn from NMIS Central Warehouse without Executive Director's prior approval.
  • Proper documentation such as acknowledgment or withdrawal receipts required and submitted to the committee for inventory and recording.

Laboratory Meat Samples Disposal Procedures

  • Samples testing negative for pathogens, parasites, or abnormalities and still fit are donated to charitable institutions and victims of calamities.
  • Samples testing positive are disposed through rendering.
  • The Laboratory Services Division (LSD) head to provide the committee with inventory reports of samples ready for disposal.

Reporting and Compliance

  • The Disposal Committee is tasked to submit reports to the Office of the Executive Director.
  • Emphasizes strict guidance and compliance with the procedures.

  • The memorandum circular issued by the Officer-in-Charge, Office of the Executive Director, NMIS.
