  • LGUs may provide the same year-end bonus and cash gift benefits under the same conditions.
  • Provision is subject to the availability of local government funds.

Benefits Extension to Government-Owned and Controlled Corporations (GOCCs)

  • GOCCs may grant the same benefits to their officials and employees, charged against their corporate funds.
  • For GOCCs not receiving national government subsidies, year-end benefits should be consistent with the benefits granted for the year ending December 1986.
  • Presidential approval following review and recommendation by the Department of Budget and Management is required for GOCCs.

Treatment of Existing Bonuses

  • Officials and employees already receiving a Christmas or year-end bonus or equivalent will receive only the difference needed to match the amounts stated in Sections 1 and 2.
  • Those already receiving bonuses equal to or greater than the prescribed amounts will not receive additional benefits under this order.

Appropriation and Funding

  • Funds for the year-end bonus and cash gift for national government employees are charged against the Government Employees Amelioration Fund under the General Appropriations Act for 1987.
  • Any shortfall in funding will be charged against the personal services savings of the National Government.

Implementation and Effectivity

  • The Department of Budget and Management is tasked with issuing an implementing circular to enforce this Executive Order.
  • The Executive Order takes effect immediately upon its signing on November 12, 1987.
