Indian nationals holding valid visas or permanent residence permits from select countries can enter the Philippines visa-free for up to 14 days, with the possibility of a 7-day extension, to promote tourism.

Legal basis and policy intent

  • The Circular is issued pursuant to Section 3 of Commonwealth Act No. 613 (the Philippine Immigration Act of 1940), as amended, and in relation to Section 9(a) of the same Act.
  • The Circular is issued upon consultation with the Department of Foreign Affairs (DFA).
  • The Circular implements national government programs that promote and encourage tourism development.

Who may enter visa-free

  • The Circular covers Indian nationals who wish to visit the Philippines for tourism purposes.

  • Visa-free entry may be granted in any port of entry that includes major international airports and secondary international hubs (SIHs).
  • Visa-free entry may also be granted in seaports to passengers on board cruise ships/vessels.

Conditions to qualify (tourism)

  • A qualified Indian national must possess a valid and current AJACSSUK visa or permanent residence permit, specifically:
    • American, Japanese, Australian, Canadian, Schengen, Singapore, or United Kingdom (UK).
  • A qualified Indian national must hold a national passport valid for at least six (6) months beyond the contemplated stay.
  • A qualified Indian national must present a return or onward ticket to the next country of destination.
  • A qualified Indian national must have no derogatory record with the Bureau of Immigration.

Length of stay and extension limits

  • Visa-free entry grants an initial authorized stay not exceeding fourteen (14) days.
  • The fourteen (14)-day visa-free entry may be extended by an additional seven (7) days.
  • The maximum total authorized stay after extension is twenty-one (21) days.
  • The visa-free stay is non-convertible to other visa category.

Revocation and effect on inconsistent issuances

  • All circulars, orders, and other issuances inconsistent with this Circular are revoked, repealed, or modified accordingly.
