Declared policy and purpose
- The Philippine Government declares a policy to attract foreign investments and to promote trade and tourism as instruments of economic growth and national development.
- The Executive Order recognizes that Chinese nationals holding Macau-Portuguese passports frequently visit the Philippines for business or pleasure and conduct trade with Filipino business partners.
- The Executive Order notes that the Macau-Portuguese Government grants Filipino citizens no-visa entry to Macau for a stay of not more than fourteen (14) days.
Persons covered and visa-free entry right
- Section 1 grants no-visa entry to Chinese nationals holding Macau-Portuguese passports.
- Entry applies to Chinese nationals traveling individually or in groups.
- The entitlement is for an initial stay of seven (7) days.
Eligibility conditions for no-visa entry
- The Chinese national must present round trip tickets or onward tickets to the next country of destination to which the applicant has valid entry visas.
- The passport must be valid for at least six (6) months beyond the period of the authorized stay.
- For a collective Macau-Portuguese passport, the passport must show the pictures of the spouse and minor children of the passport holder together with their names.
Extension of authorized stay
- Section 2 allows the initial period of stay to be extended by the Bureau of Immigration prior to expiry.
- The extension is for another period of time allowed under existing regulations.
- The applicant must submit proper justifications and must pay the prescribed fees.
Revocation and amendment of inconsistent rules
- Section 3 revokes and/or amends Letter of Instructions No. 911 dated 10 August 1979.
- Section 3 revokes and/or amends all other Presidential issuances and rules and regulations that are inconsistent with Executive Order No. 191.
