Scope of Medicare Benefits Under Current Policy
- Active Social Security System (SSS) members, retiree-pensioners, death and total disability pensioners, and their dependents currently enjoy medicare benefits.
Extension of Medical Benefits to Specific Pensioners
- Unemployed permanent partial disability pensioners of the SSS, who were previously excluded from the Medicare Program, and their dependents are now to receive assistance in medical care expenses similar to death and total disability pensioners and their dependents.
Actuarial Justification for Benefit Extension
- Actuarial studies indicate that the Health Insurance Fund of the SSS can sustain financing the medical benefits of unemployed permanent partial disability pensioners and their dependents without compromising the Fund's viability.
Provision of Medical Care Benefits
- Unemployed permanent partial disability pensioners of the SSS, no longer covered under Medicare, and their dependents shall be entitled to medical care benefits under existing laws.
- No additional contributions are required from these beneficiaries to avail of the medical care benefits.
Effectivity of the Executive Order
- The provisions of this Executive Order became effective on January 1, 1992.

- The Executive Order is issued under the lawful powers vested in the President of the Philippines.

- The order was signed in Manila on December 27, 1991, by President Corazon C. Aquino and Executive Secretary Franklin M. Drilon.
