Extension of Privilege to Surviving Spouse Upon Death of Member
- Surviving spouse of a deceased Member of Congress can use the franking privilege for six months following the Member's death.
- Use is limited to nonpolitical correspondence related solely to the death of the Member.
Requirements for Official Mail Using the Privilege
- Official mail must be sealed in an official envelope.
- Envelope must indicate the name of the Member of Congress.
- Official Seal of the Republic of the Philippines or Congress must be displayed on the left-hand corner.
- Printed penalty clause must appear on the right-hand corner of the envelope.
Rules and Regulations for Implementation
- Secretary of Transportation and Communications is tasked with issuing the implementing rules and regulations.
Penalties for Unauthorized Use
- Private or unauthorized use of the franking privilege is punishable by a fine of five hundred pesos (P500.00).
Effectivity
- The Act takes effect immediately upon approval.
