Conditions for Granting Exemption

Each PDOS entity is authorized to conduct seminars for a maximum of two (2) fellow member manning agencies within their association or organization.

Limitations and Validity of the Arrangement

The exemption and tie-up accreditation arrangement remains valid only until an association of manning agencies or a non-governmental organization (NGO) with a special concern for seafarers obtains accreditation to conduct PDOS.
Upon accreditation of such an association or NGO, the exemption detailed in this memorandum circular shall cease.

Effectivity

The provisions and exemptions under this memorandum circular take immediate effect as of December 23, 1997.

Administrative Authority

The circular is issued and signed by the Administrator of the Philippine Overseas Employment Administration (POEA), Felicisimo O. Joson, conferring official authority to the exemption and its implementation.
