Manning agencies are granted an exemption from the requirements of MC No. 20, Series of 1997, allowing them to conduct Pre-Departure Orientation Seminars (PDOS) under specific conditions until an accredited organization is established.

Conditions for Granting Exemption

  • The PDOS entity conducting the required seminar must be a member of an existing organization of crewing agencies.
  • Each PDOS entity is authorized to conduct seminars for a maximum of two (2) fellow member manning agencies within their association or organization.

Limitations and Validity of the Arrangement

  • The exemption and tie-up accreditation arrangement remains valid only until an association of manning agencies or a non-governmental organization (NGO) with a special concern for seafarers obtains accreditation to conduct PDOS.
  • Upon accreditation of such an association or NGO, the exemption detailed in this memorandum circular shall cease.

Effectivity

  • The provisions and exemptions under this memorandum circular take immediate effect as of December 23, 1997.

  • The circular is issued and signed by the Administrator of the Philippine Overseas Employment Administration (POEA), Felicisimo O. Joson, conferring official authority to the exemption and its implementation.
