Coverage and who may be qualified
- The Act covers all government employees as of the approval of this Act who are holding career civil service positions.
- Qualified employees are those appointed under provisional or temporary status.
- A covered employee may be granted civil service eligibility only if the employee has rendered at least seven (7) years of efficient service.
- The civil service eligibility is granted for the purpose of qualifying the employee for permanent appointment to their present positions.
Grant of eligibility and performance evaluation
- The Civil Service Commission must formulate performance evaluation standards to determine which temporary employees are qualified to avail themselves of the privilege granted under the Act.
- The civil service eligibility granted under the Act qualifies covered employees for permanent appointment to their present positions.
- The civil service eligibility may apply to other positions as the Civil Service Commission may deem appropriate.
Implementation rules by the Civil Service Commission
- The Civil Service Commission must promulgate the rules and regulations to implement Republic Act No. 6850.
- The implementing rules must be consistent with the merit and fitness principle.
- The Civil Service Commission must promulgate the implementing rules within ninety (90) days after the Act’s effectivity.
Repeal and modification of inconsistent laws
- Section 3 repeals or modifies all laws, decrees, and executive orders inconsistent with Republic Act No. 6850.
