Graduates of the Master in Public Safety Administration from the Philippine Public Safety College are granted the rank of Career Executive Service Officer VI, along with promotion preferences and privileges in public safety services, as established by Executive Order No. 400.

Master in Public Safety Administration (MPSA) Program

  • PPSC offers a one-year master’s degree course through its National Police College.
  • The program is fully recognized and approved by the Commission on Higher Education (CHED).
  • Admission pre-qualifications and program content meet the standards required for appointment to the Career Executive Service.

Equivalence with Master in National Security Administration

  • The MPSA program’s requirements and training are comparable to those of the Master in National Security Administration offered by the National Defense College of the Philippines.
  • Graduates of the latter program are granted Career Executive Service Officer (CESO) ranks under Executive Orders No. 696 (1981) and 771 (1982).

Grant of Career Executive Service Officer Rank

  • Graduates of the MPSA program who are government employees shall be granted the rank of CESO VI.
  • This rank carries a corresponding salary grade of 25 and includes all privileges accorded to Career Executive Service members.

Promotion Preferences

  • MPSA graduates are given preference for promotion to existing vacancies.
  • They are also preferred for assignments with higher responsibilities, especially those involving policy and administrative functions in Public Safety Services.

Repealing Clause

  • Any previous executive orders, administrative orders, proclamations, rules, or regulations conflicting with this order are repealed or modified accordingly.

Effectivity

  • The Executive Order takes effect immediately upon issuance on February 11, 1997.
