Master in Public Safety Administration (MPSA) Program
- Offered through the PPSC’s National Police College as a one-year master’s degree course.
- Authorized by the PPSC Board of Trustees and implemented by DILG Training Directive No. 001, series of 1994.
- Program is recognized with full concurrence and cognizance of the Commission on Higher Education (CHED).
Qualifications and Equivalence to Career Executive Service (CES)
- Admission requirements and Program of Instruction fully satisfy CES appointment criteria.
- Graduates qualify for the same rank granted to graduates of the Master in National Security Administration from the National Defense College of the Philippines.
- Reference to Executive Orders No. 696 (1981) and No. 771 (1982) establishing and amending CES ranks.
Grant of Career Executive Service Officer Rank
- Graduates of the MPSA program who are in government service shall be granted the rank of CESO VI.
- Corresponds to salary grade 25.
- Entitled to all privileges associated with the Career Executive Service at this level.
Preference in Promotion and Assignment
- MPSA graduates shall be given preference for promotion to vacant positions.
- Preference extends to assignments involving higher responsibilities.
- Particularly emphasized in roles related to policy administration within Public Safety Services.
Repealing Clause
- Conflicting executive orders, administrative orders, proclamations, rules, regulations, or parts thereof are repealed or modified accordingly to conform with this order.
Effectivity
- The Executive Order takes effect immediately upon issuance (February 11, 1997).
