Subsistence Allowance for AFP Active Personnel

Section 1 covers all officers of the Armed Forces of the Philippines who are in the active status.
Section 1 covers all enlisted men of the Armed Forces of the Philippines who are in the active status.
The allowance is payable each covered officer or enlisted man under Section 1.
The allowance amount is the same minimum rate for all covered personnel regardless of rank or grade under Section 1.
Section 1 applies nationwide to the Armed Forces personnel covered by its terms through the statutory grant.

Section 1 requires the subsistence allowance to have a value not less than three pesos and fifty centavos per day.

Section 1 makes the minimum amount apply uniformly to covered personnel irrespective of rank or grade.

Section 2 authorizes the appropriation of thirty-two million pesos from the funds in the National Treasury.
Section 2 limits the appropriation to funds “not otherwise appropriated”.
Section 2 provides that additional sums as may be necessary to carry out the Act may be appropriated.
Section 2 directs that, thereafter, such sums as may be necessary to effect the Act’s provisions shall be included in the annual General Appropriations Act.

Section 1 expressly overrides any conflicting provision of law or executive order to the extent of inconsistency with the entitlement and minimum allowance.
Section 3 provides the Act’s effectivity rule: it takes effect upon approval.
