Manufacturing Capacity and Pricing
- Grantees are required to manufacture and supply ice up to the plant's capacity.
- Plant capacity to be determined by the Public Service Commission.
- Sale prices and rates to be fixed and regulated by the Public Service Commission.
Equipment Standards and Public Interest
- All equipment and appurtenances must be modern, safe, and first-class.
- The Public Service Commission may require changes or alterations to equipment at grantees' expense if public interest demands.
Commencement of Operations
- Manufacturing must commence within two years from approval.
- Exceptions allowed only for causes beyond the grantees' control such as acts of God, force majeure, martial law, riots, civil commotions, or military usurpation.
- Failure to commence operations within this period will render the franchise null and void.
Legislative Supremacy and Conditions
- Franchise is subject to amendment, alteration, or repeal by Congress when public interest requires.
Accountability and Reporting
- Grantees' books, records, and accounts shall be open for inspection by the Auditor General or authorized representatives.
- Grantees must submit quarterly reports in duplicate showing gross receipts for the last quarter.
Equalization Clause
- If another franchise is granted with more favorable terms, such terms automatically become part of this franchise and benefit the grantees equally.
Effectivity
- The law takes effect immediately upon approval.
