Definition and Scope of Service to the Barangay

- Sangguniang Kabataan Chairmen: 3 years regardless of election date.
- Appointed officials’ service must correspond in length to elected terms and may include prior appointments.
Prescriptive Period for Filing Applications
- Officials elected/appointed in 1982 have until December 31, 1994 to apply.
- Those elected/appointed in 1988, 1994, or later must apply within one year after completing their term or required service years.
Procedure for Grant of Eligibility
- Application must be filed with the Civil Service Regional Office (CSRO) having jurisdiction.
- Documentation requirements for elected officials include:
- Completed application form with fee and photograph
- Oath-taking certificate or election return as proof of election
- Certification of service from Municipal or City Mayor
- Other supporting documents for verification

Responsibilities of the Civil Service Regional Office
- Receive and process applications ensuring completeness and authenticity.
- Coordinate with Commission on Elections and Department of Interior & Local Government for lists of elected officials.
- Validate barangay information and investigate questionable submissions.
- Disapprove applications with spurious documents and conduct investigations.
- Issue Certificates of Eligibility per guidelines.
- Prepare and disseminate master lists of eligible barangay officials.
Effectivity and Supersession
- Rules take effect immediately upon adoption (September 7, 1993).
- Supersede previous CSC Resolutions Nos. 83-496, 84-105, 85-047 and related circulars/memoranda concerning barangay official eligibility.
