May grant the COLA subject to available resources.
Conditions determined by the Office of Budget and Management (OBM).

Funding and Appropriations

Implementation for national agencies funded by:
- Salary lapses and other personnel service savings as first priority.
- Lump-sum appropriation for salary increases in agency budgets.
- Any shortfall covered by the Salary Adjustment Fund under CY 1983 General Appropriations Act.

Effectivity and Payment

Payment of the additional COLA starts from November 1983.

Implementation Mechanism

The Minister of the Budget to issue rules and regulations for national government agencies and GOCCs.
The Joint Commission on Local Government Personnel Administration to issue rules for LGUs.
