Coverage and Beneficiaries
- Applies to all officials and employees of the National Government.
- Includes employees from state universities and colleges.
- Encompasses all types of employment statuses: permanent, temporary, emergency, contractual, or casual.
Allowance Granted
- Grants an additional cost-of-living allowance (COLA).
- Rate of P3.35 per day for daily employees.
- Rate of P100.00 per month for monthly employees.
- This is in addition to existing allowances under LOI No. 116.
Local Government Participation
- Local Government Units (LGUs) may authorize the COLA.
- Authorization subject to financial capability and other conditions.
- Conditions to be determined by the Joint Commission on Local Government Personnel Administration.
Government-Owned and Controlled Corporations (GOCCs)
- May grant the COLA subject to available resources.
- Conditions determined by the Office of Budget and Management (OBM).
Funding and Appropriations
- Implementation for national agencies funded by:
- Salary lapses and other personnel service savings as first priority.
- Lump-sum appropriation for salary increases in agency budgets.
- Any shortfall covered by the Salary Adjustment Fund under CY 1983 General Appropriations Act.
Effectivity and Payment
- Payment of the additional COLA starts from November 1983.
Implementation Mechanism
- The Minister of the Budget to issue rules and regulations for national government agencies and GOCCs.
- The Joint Commission on Local Government Personnel Administration to issue rules for LGUs.
