Grant of Amnesty for Past Textbook Losses

  • Amnesty is granted to cover losses of textbooks occurring in the School Year (SY) 2001-2002 and prior school years.
  • The amnesty extinguishes the liability of those responsible for such past losses.
  • The amnesty is retroactive only and does not apply to any losses that may occur after the issuance of this Order.

Documentation and Accountability Requirements

  • Despite amnesty, actual loss of textbooks must be documented for proper inventory and accountability.
  • Documentation safeguards against future textbook losses.
  • Failure by a school official or teacher to properly document the loss may result in withdrawal of the amnesty for that specific textbook loss.

Submission of Explanation Letters for Textbook Loss

  • Individuals responsible for the loss must submit a written explanation.
  • Students must provide a letter signed by their parent or guardian addressed to the Teacher-Adviser.
  • The Teacher-Adviser forwards a copy of the letter to the School Property Custodian.
  • Teachers must submit their letter directly to the School Property Custodian.
  • Receipt of such letters by the School Property Custodian constitutes Relief from Accountability Certification under the amnesty.

Prohibition of Fines and Salary Deductions

  • No fines shall be imposed on teachers for students' lost textbooks for SY 2001-2002 and earlier years.
  • No salary deductions shall be made on teachers for textbook losses by students within the covered periods.
