Grant of Amnesty for Past Textbook Losses
- Amnesty is granted to cover losses of textbooks occurring in the School Year (SY) 2001-2002 and prior school years.
- The amnesty extinguishes the liability of those responsible for such past losses.
- The amnesty is retroactive only and does not apply to any losses that may occur after the issuance of this Order.
Documentation and Accountability Requirements
- Despite amnesty, actual loss of textbooks must be documented for proper inventory and accountability.
- Documentation safeguards against future textbook losses.
- Failure by a school official or teacher to properly document the loss may result in withdrawal of the amnesty for that specific textbook loss.
Submission of Explanation Letters for Textbook Loss
- Individuals responsible for the loss must submit a written explanation.
- Students must provide a letter signed by their parent or guardian addressed to the Teacher-Adviser.
- The Teacher-Adviser forwards a copy of the letter to the School Property Custodian.
- Teachers must submit their letter directly to the School Property Custodian.
- Receipt of such letters by the School Property Custodian constitutes Relief from Accountability Certification under the amnesty.
Prohibition of Fines and Salary Deductions
- No fines shall be imposed on teachers for students' lost textbooks for SY 2001-2002 and earlier years.
- No salary deductions shall be made on teachers for textbook losses by students within the covered periods.
Enforcement and Compliance
- The Order is for immediate dissemination and strict compliance by concerned school officials and personnel.
- The Secretary of Education formally adopted the Order to affirm the Department’s policies.
