Policy, purpose, and intent
- Section 1 declares it the policy of the State to eliminate TEL in gasoline to protect public health against lead poisoning.
- Section 1 directs that, in place of TEL, ethanol shall be used as a gasoline additive.

Core program: national ethanol phase-out
- Section 2 directs the Philippine National Alcohol Commission (PNAC), under the Ministry of Trade and Industry, to immediately draw up a National Ethanol Program.
- Section 2 requires the gradual withdrawal of TEL by blending ethanol with gasoline.
- Section 2 sets a blend schedule: 5% blend up to a 20% blend.
- Section 2 requires the maximum 20% blend to be attained as soon as practicable but not later than 5 years from date hereof.
- Section 2 requires the program to include the establishment of alcohol distilleries in appropriate locations throughout the country.
- Section 2 mandates preferential emphasis on sugar central districts to ensure adequate ethanol supply.
Implementation roles of ministries
- Section 3 directs the Ministry of Energy to implement a program, consistent with rules and regulations drawn up by PNAC, to cause oil companies operating in the Philippines to blend ethanol with gasoline.
- Section 3 provides that the required blending by oil companies shall lead to the phase-out of lead in gasoline.
- Section 5 directs the Ministry of Health to monitor on a regular basis the incidence of lead poisoning in the country.
- Section 5 requires the Ministry of Health to recommend or take remedial measures warranted to counteract adverse effects.
- Section 6 makes PNAC responsible for implementing the National Ethanol Program and for preparing the implementing rules and regulations.
Pollution and vehicle emissions standards
- Section 4 directs the National Pollution Control Commission (NPCC) to coordinate with PNAC in establishing standards for permissible lead content in the emission of all types of motor vehicles.
- Section 4 directs the NPCC to enforce such standards.
Legal effects: repeal and amendment
- Section 7 repeals, amends, or modifies all laws, decrees, executive orders, administrative orders, rules and regulations (or parts thereof) that are inconsistent with the Decree’s provisions.
