Scope and Purpose of the Executive Order
- The Executive Order mandates the gradual and orderly dissolution of all paramilitary units such as the Civilian Home Defense Forces.

Timeline for Dissolution
- All paramilitary units, including the Civilian Home Defense Forces, must be dissolved within 180 days from the effectivity of the Executive Order.
Supervision and Turn-Over of Assets
- The Secretary of National Defense is charged with supervising the dissolution process.
- Government properties held by paramilitary units are to be turned over to the appropriate Armed Forces units in an orderly manner.
Employment Priority for Former Paramilitary Personnel
- All government offices, including the Armed Forces of the Philippines, are encouraged to prioritize qualified former paramilitary members for new or additional employment opportunities.
Financial Benefits for Former Members
- Bona fide members of formerly authorized paramilitary units are entitled to receive an allowance equivalent to two months’ pay.
- This is subject to the availability of funds.
Budgetary Reallocation
- Budget appropriations previously allotted to the Civilian Home Defense Forces Program are to be reallocated to the Citizen Armed Forces Program.
Implementation Rules and Regulations
- The Secretary of National Defense is authorized to promulgate the necessary rules and regulations to effectively implement the Executive Order.
Repeal and Modification of Previous Laws
- Presidential Decree No. 1016, as amended, is expressly repealed.
- All inconsistent laws, orders, rules, and regulations are modified or repealed accordingly.
Effectivity
- The Executive Order will take effect 30 days after its publication in the Official Gazette or a newspaper of general circulation in the Philippines.
