Environmental Compliance Certificate (ECC) Requirement
- No ECC shall be issued for golf course projects without favorable recommendation from the designated Committee.
- ECC issuance is strictly conditioned on environmental standards and oversight.
Composition of the Golf Course Construction and Development Committee
- Led by the Department of Environment and Natural Resources (DENR).
- Co-led by the Republic of the Philippines Golf Association.
- Includes representatives from:
- Department of Public Works and Highways
- Department of Tourism
- National Economic and Development Authority
- Department of Agriculture
- A non-governmental organization focused on environment or resource conservation, jointly selected by DENR and RPGA.
- Office of the Chief Presidential Legal Counsel.
Powers and Functions of the Committee
- Establish uniform standards for golf course construction, development, and operation prioritizing:
- Environmental protection
- Natural resource conservation
- Optimal land use.
- Assist in evaluating ECC applications based on established standards.
- Monitor compliance with ECC terms and conditions.
- Recommend suspension or revocation of ECC if non-compliance is identified.
Implementation and Effectivity
- The Executive Order takes immediate effect upon its publication in a newspaper of general circulation within the Philippines.
- Ensures prompt enforcement and regulatory oversight over golf course projects to safeguard environmental and developmental interests.
