Separability Clause
- If any section or provision of the Act is declared unconstitutional or invalid, such declaration will not affect the remaining provisions.
- All unaffected provisions shall remain in full force and effect, ensuring the law’s continuity despite partial invalidity.
Effectivity Clause
- The provisions of the Act take effect from January 1, 1991.
- The Act is the governing budget law for the government operations throughout the entire 1991 calendar year unless otherwise noted within the provisions.
- Official approval of the Act was granted on June 28, 1991, but its operative date is retroactive to January 1, 1991.
