- Promote protection of civilians, internally displaced persons, and detainees during peace, order, and security operations.

Department of Interior and Local Government (DILG) Role
- Lead capability-building on human rights for LGUs.
- Partner with national human rights institutions, sectoral groups, and civil society.
- Ensure LGU accountability in disseminating human rights information to communities.
Department of Education Initiatives
- Assess and improve current human rights education programs.
- Develop centers for human rights education in public schools.
- Collaborate with human rights institutions and civil society to build youth advocates.
Joint Role of Education Agencies
- Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority to implement the Philippine Main Education Highway Program.
- Focus on improving basic education, student retention, and higher education completion.
Department of Social Welfare and Development
- Ensure National Social Welfare Program aligns with a rights-based approach.
- Focus on protecting poor and vulnerable populations ensuring access to public services.
Department of Labor and Employment
- Enhance reintegration programs for Overseas Filipino Workers (OFWs).
- Improve services like entrepreneurship training and livelihood projects through the National Reintegration Center for OFWs.
National Commission on the Role of Filipino Women
- Lead gender-sensitive campaigns for public services.
- Work with LGUs, defense forces, police, social welfare, and justice departments to address violence against women.
National Commission on Indigenous Peoples
- Promote and protect indigenous peoples' rights as provided in the Indigenous Peoples Rights Act.
- Recognize their contributions to national economic, social, and cultural life.
National Anti-Poverty Commission
- Coordinate and rationalize poverty reduction efforts.
- Focus on basic sectors’ roles in alleviating poverty.
National Economic Development Authority
- Integrate rights-based principles in the formulation of development policies, plans, and programs.
Council for the Welfare of Children
- Partner with the Office of Presidential Adviser on Peace Process to protect children in armed conflict situations.
- Work with DOJ to ensure proper treatment of children in conflict with the law.
Local Government Units
- Integrate UDHR principles into local development plans and programs.
- Partner with Presidential Commission on the Urban Poor to implement local ordinances, including the Urban Development and Housing Act concerning informal settlers.
General Compliance and Oversight
- All entities to uphold the sanctity of life and dignity of the human person.
- The Presidential Human Rights Committee (PHRC) tasked with coordinating, supervising, and monitoring compliance.
- Year-end performance reports from concerned offices to the President required.
Effective Date
- The order took effect immediately upon issuance on December 10, 2008.
