Responsibilities of the National Peace and Order Council (NPOC)

  • Contribute to National Security Council’s strategies on peace and order
  • Coordinate and monitor peace and order plans nationwide
  • Provide forum for interdisciplinary dialogue on peace and order issues
  • Carry out additional duties as directed by the President

Duties and Functions of Sub-National Councils (RPOC, PPOC, CPOC, MPOC)

  • Serve as forums for dialogue on peace and order, including insurgency
  • Recommend measures to improve peace, order, and public safety locally
  • Recommend efforts to coordinate internal security operations among civil, military, and police authorities
  • Apply moral suasion or recommend sanctions against local officials supporting Communist rebels
  • Monitor livelihood and infrastructure projects aimed at isolating rural and indigenous communities from insurgents
  • Manage Civilian Volunteer Organizations under PNP supervision
  • Perform other tasks assigned by law, the President, or NPOC

NPOC Secretariat

  • Headed by Deputy Director General (DDG) of National Security Council (NSC)
  • Handles administrative and technical activities for Peace and Order Councils across government levels
  • Coordinates with government agencies to ensure integrated and focused actions
  • Regional Director of the Department of Interior and Local Government (DILG) heads RPOC Secretariat
  • Most senior DILG officer heads secretariats at provincial, city, and municipal levels, assisted by council chair’s regular staff

Regional Internal Security Operations (ISO) Coordinating Center

  • Created within each region under RPOC to coordinate ISO efforts among civil, military, and police agencies
  • Infantry Division Commander or equivalent acts as Coordinating Officer
  • Presidential Assistant for the region mobilizes civilian agencies for coordination

Kalayaan Barangay

  • List prepared by Department of Defense identifying key remote and indigenous areas
  • Amendable with approval of Unified Area Commander
  • Supports delivery of livelihood and infrastructure programs aimed at isolating communities from Communist rebel influence

Repealing Clause

  • Prior orders inconsistent with this Executive Order are superseded

Effectivity

  • Order takes immediate effect upon issuance on January 5, 2009
