Creation of Barangay Peace and Order Committee
- Every Barangay mandated to organize a Barangay Peace and Order Committee as implementing arm of City/Municipal Peace and Order Council.
- Composition includes Punong Barangay (Chairman), Sangguniang Kabataan Chairman, Lupon Tagapamayapa member, Barangay Tanod, public school teacher, interfaith group representative, senior citizen, members of barangay-based anti-crime or neighborhood watch groups, an NGO representative, and a PNP officer designated by the city/municipal chief of police.
- Provision for appointment of additional sectoral representatives by the Barangay Peace and Order Committee Chairman based on local needs.
- Funding to be appropriated by City/Municipal and Barangay governments from available local funds.
Functions of Barangay Peace and Order Committee
- Monitor and coordinate peace and order programs at the barangay level.
- Serve as information-gathering mechanism on crime-related activities.
- Oversee monitoring of criminal elements and identification of deviant individuals for referral to authorities.
- Maintain liaison and coordination with higher peace and order councils and law enforcement units.
- Formulate plans and recommend measures to improve peace, order, and public safety.
- Supervise community-based anti-crime operations within the barangay.
- Conduct periodic assessment of peace and order situation and report to higher councils with recommendations.
- Perform additional functions as assigned by higher councils.
Authority to Issue Implementing Rules and Regulations
- National Peace and Order Council authorized to issue implementing rules and regulations to carry out the Order’s objectives.
- Chairman of the Peace and Order Council may expand membership and issue directives upon Presidential direction for effective implementation.
Effectivity
- The Executive Order takes effect immediately upon signing.
This comprehensive framework strengthens peace and order mechanisms by expanding council membership, establishing community-based committees, defining clear functions, ensuring resource allocation, and providing procedural flexibility for effective governance and crime prevention at all levels of local government.
