Local Officials' Role in Police Coordination

Under Presidential Decree No. 765, police forces nationwide have been integrated into a single body called the Integrated National Police (INP).
Operational and administrative control of police units are centralized under the Integrated National Police.

There is a need to clearly define and delineate the functions of local civil officials vis-à-vis Integrated National Police units.
This includes establishing the nature of their relationship in maintaining peace, order, and public safety.

A system of coordination and cooperation is to be established between local chief executives and the Integrated National Police.
This system aims to ensure effective preservation of law and order by joint efforts, including involving community participation.

The Manager of the Metropolitan Manila Commission, provincial governors, city mayors, and municipal mayors are vested with specific powers and duties within their respective jurisdictions.
These include ensuring the faithful execution of laws and ordinances by calling upon Integrated National Police Commanders or members to:
- Suppress disorder, riots, lawless violence, and seditious conspiracy.
- Enforce laws and apprehend violators.
They are authorized to bring peace and order problems to the attention of the police and recommend improvements in law enforcement and public safety.
Local executives must extend necessary support and cooperation to the Integrated National Police.

Appropriate circulars or rules and regulations governing the relationship and functions of local officials and Integrated National Police units shall be jointly issued by the concerned authorities.

The order is issued by the President of the Republic of the Philippines under constitutional authority, emphasizing its binding legal effect.
The date and place of issuance signify its formal promulgation and operationalization.
